Why this is happening

There are several possible causes for this issue:
  • A damaged or missing QBWUSER.INI file
  • Hard drive corruption
  • Damaged program files
  • QuickBooks Desktop needs to be updated to the latest release
  • Damage to the Windows Operating System

The following troubleshooting steps are for the Windows operating system, which is not an Intuit product. The steps can become complex if errors occur while repairing or uninstalling .NET Framework. If you are not comfortable doing these steps on your own, Intuit recommends you consult with your computer's manufacturer or a computer professional.

How to fix it

Intuit recommends 7 solutions for this problem. The first solution may solve your problem, or you may need to try all possible solutions to resolve the issue. For best results, perform the solutions in the order shown.Solution 2: Reboot and temporarily disable antivirus software
  1. Reboot your computer.
  2. Open QuickBooks Desktop; if the error persists, try temporarily disabling your antivirus program.
    Note: you may need to refer to your antivirus programs help menu or ask a qualified IT professional for assistance.
  3. After temporarily disabling the antivirus program, open QuickBooks Desktop.
Solution 3: Rename the QBWUSER.INI file and then the EntitlementDataStore.ecml
  1. Rename the QBWUSER.ini file
    1. Rename the QBWUSER.ini file.
      Note: Renaming the QBWUSER.INI file erases information stored within your list of previously opened company files so you will need to re-open your company file(s) to be populated in the recently opened files list.
    2. Windows 10, 8 or 7
      1. On your keyboard, press Windows + E to open the Computer window.
      2. From the Organize menu, choose Folder and search options. (In Windows 8, skip steps 2 and 3 and click on View at the top of the window.)
      3. Click the View tab.
      4. In the Advanced Settings section, under Hidden files and folders, select Show hidden files, folder, and drives.
      5. Once there is a checkmark next to Show hidden files, folder, and drives, Click Ok.
      6. In the Computer window, double-click the C:\ drive, and navigate to the following path: C:\Users\[Your user name]\AppData\Local\Intuit\QuickBooks [year]
      7. Right-click on the QBWUSER.INI file, and choose Rename.
      8. Replace .INI with .INIold and press the Enter key.
  2. If you are able to open QuickBooks after renaming the EntitlementDataStore.ecml file or the QBWuser.ini file, attempt to open a Sample File:
    1. Click the Open a Sample File drop-down menu.
    2. Choose Sample Product Based Business.
      • If the Sample File does not open, proceed to Solution 6 as there may be issues with the Windows Operating System causing QuickBooks not to open.
      • If the Sample File does open, proceed to Solution 4 as there may be file/folder permission damage with your particular company file that won't open.
Solution 5: Open the company file from a different folder location (If other files or sample file do open)
